I think Mr. Mitchell may be misinformed or simply seeking attention. Although I believe life may exist in some form elsewhere in the universe, a civilization would have had to have discovered a mode of travel that is totally beyond our understanding....to put it simply, space is just too damn big. While I wouldn't put the concept totally out of reach, I just think it's highly unlikely.
I doubt he would have even been in the know. This is more of a top secret secretary of defense type of knowledge.
I myself am not one for conspiracy theories but he could be right or just have a screw loose.
I do believe that there is life on other planets though.
